Amid rising tensions within the Organization of the Petroleum Exporting Countries (OPEC), Baghdad has signalled it may reconsider its position in the group, as mounting financial pressures and demands grow for an increase in its production quota to address current economic challenges.

A senior Iraqi Oil Ministry official told Reuters that the government may be forced to consider all available options if it does not secure a higher production quota within the organisation, stressing that Iraq’s financial situation requires urgent attention to the issue.

The official added that Iraq is facing a severe financial crisis, exacerbated by the impact of the war with Iran and disruptions affecting oil export flows, making an increase in production capacity an urgent economic priority for Baghdad.

Rising Economic Pressure

According to informed sources, Iraqi officials have already begun discussing scenarios involving a potential withdrawal from OPEC. However, the prevailing approach still favours remaining within the organisation while seeking to adjust production quotas through negotiation.

Baghdad is also facing additional challenges due to disruptions in oil shipments through the Strait of Hormuz, through which the majority of Iraqi oil exports pass. This has negatively affected revenues, which remain the state’s primary source of budget financing.

UAE Precedent

The Iraqi escalation comes months after the United Arab Emirates announced its withdrawal from OPEC and the OPEC+ alliance, a move that was widely seen as a significant shift in global energy dynamics and raised questions about the cohesion of the organisation.

A Critical Phase

Iraq’s increasingly assertive stance reflects the scale of economic pressure facing the government, while the coming months are expected to be decisive in determining whether internal OPEC negotiations can contain disputes or whether the organisation will face a renewed test of unity and the future of its production quota system.
